SC SEC needed an enterprise system to manage elections and voter registration across the entire state. This system needed an internally accessible portal for all state and county users, and a public portal where users can view, conditionally maintain, and purchase relevant voter and election data.

The Kopis Smart Gov team developed SC SEC’s strategic Voter Registration & Election Management System to support the agency’s mission-critical duties. The enterprise system maintains information for all SC registered voters, allows for defining and planning elections occurring each year in the state, and provides the public with a way to view and maintain their registration status.

These improvements and updates have driven key business objectives:

1. Maintaining information for approximately 3 million currently registered voters.
2. Defining and planning for the approximately 300 elections occurring each year in the state.
3. Enforcing legislation changes pertinent to the election life-cycle and facilitating absentee voting and maintaining voter participation.
4. Implementing a public web portal where voters can register online, check their registration status, polling location, and view a sample ballot.
5. Interfacing with multiple state and federal agencies to track and manage voter registration status.
6. Providing registration data to external election day management systems and reporting on all areas of the election life-cycle with user-friendly tools.
