The Challenge
The Charities, Professional Fundraisers, and Raffles Tracking Application assists the Secretary of State (SOS) in fulfilling his mission of overseeing the annual registration and financial reporting for charitable and fundraising organizations. The information housed in the application is the system of record for charitable and fundraising efforts and their compliance with the state regulations for charities, fundraisers, and raffles. The current application is over 10 years old.
Additional functionality has been added over the years including a module for registering organizations performing raffles and other modifications required by efficiency, process, and legislative requirement. Using the best practices and strong security practices of the time, the application has served the Office and the citizens of the state well for the past decade.
However, changes in the technology landscape, expectations of users, and improvements in the tools available have left the application dated and in need of update. The SOS needed to update the framework and security of the existing in-house and online applications as well as make functional improvements.

The Process
The Kopis Smart Gov team updated the modern system to improve the registration, licensing, and update process for Charities, Professional Fundraisers, and Raffles. The team focused on reengineering business functionality for the application while offering a refreshed modern User Interface for all public facing sites of Charities.
While modernizing the core system, security upgrades were made to the internal workings of the system to to better meed today’s cyber security demands.
